Usually "error establishing an encrypted connection" means that you are trying to access an e-mail server with SSL option ON and the server does not support SSL ( meaning that it does not have an SSL certificate installed on it ). If you are using an e-mail client and you are trying to access your e-mail with it, then most probably you are not using the correct e-mail settings required for this server.

A similar error might be showing if you are trying to access a website with https:// and if that website does not have an SSL certificate installed. The error in that case will be something like :
"
Secure Connection Failed

An error occurred during a connection to website.com.
"

If that does not answer your question. Please specify exactly what are you trying to do.

Well, we cannot know what e-mail settings does it require. You can check with Hotmail help pages on that.

This might be a good time to point out that RH9 (Shrike) has been obsolete/not updated for several years https://secure.wikimedia.org/wikiped.../Red_Hat_Linux.
Try Centos https://secure.wikimedia.org/wikipedia/en/wiki/Centos, a free copy of RHEL https://secure.wikimedia.org/wikipedia/en/wiki/Rhel.
