Does it work from the command line? If not, is setxkbmap reporting an error?

Are you using the machine directly, or from a remote client?

try this

no it's not a remote client
but as i told u copying to teh .bashrc file didn't work
so i tried yast,keyboard,layout
and that's work fine
if u have this problem though try control center->keybord->layout
and thanks in advance for ur participation
