Emerald theme manager setup


I have Mandriva 2009 and have Emerald working just fine. I added a second user to the system and I can't get emerald to work. It is there, and I have themes to choose from, it just won't change the window decorations.

I do not remember having to do anything special to get it working the first time, but maybe I am having a memory lapse? Is there something I need to change somewhere?
