My wife bought an Eee PC with pirated Win 7. I bought a new Win OS to fix her "problem" and I'm trying to boot to USB CDROM with Legal Win 7 disk. I've set the Bios to recognize CDROM as 1st boot device but every time it boots it finds the HHD first and boots to it.
have you tested that cd on another machine? Or conversely have you tried booting from a different cd on that machine?
BTW, please note that this forum is based around the Linux operating systems, and if it turns out the your problem is windows specific, you should look elsewhere for help. For example: Microsoft - you've given them your money, they should provide some sort of support.

Eee PC won't boot to CDRom
If I remember correctly, you have to hold down <esc> while booting to get to a boot menu where you select the usb connected CDROM. Always worked on my Eeepc.
