Does the performance/quality of a dynamic website depend on the DBMS more than the interface language?

I have been trying to decide whether to go with Java Enterprise or PHP, and noticed the actual performance and quality of the website seem to depends more on the DBMS than it does on the interface language. (let's put aside the price of hardware and availability of Java Enterprise-equipped server hosts for a sec)

Yes or no?
