does CUPS need internet and open TCP port?

If a computer is offline will CUPS be able to print (If the printer is directly attached to the system via parallel or usb)?

What port does internet printing protocol use and what should my firewall ruleset for this port be?

Cups itself doesn't need TCP necessarily. It's a
question of what you intend to do, for example be
able to print to the home-machine from work, or
offer print-services to other machines on the LAN.

If it's a single machine with a local printer that
occasionally goes online for browsing and such
you needn't worry about cups. :)
