Hello,
I want to make my Own Domain Name Server, and I have public IP's also. So Should it still necessary to register or purchase a domain name for Hosting a website ???

yes, register a domain name.

All your visitors will arrive by looking up your domain in their dns servers, not yours.

Thanks, Then how they people make our requested Domain register, how do they do ..??

Don't know really. There's some body with authority in most jurisdictions. I sort of know who it is in Ireland, but that doesn't help you much.
