it not depends on distro it depends on drivers and configuration.

maybe beta driver will do :

i have no problems with windows causing tearing its smooth as butter on windoz, you say its about setup and drivers but iv been trying for a year (on and off) to get my mint17.3 KDE to stop tearing my TV output. There are years of forum threads and 100's of suggestions so i just cant see the wood for the trees.

I shall take a look at your beta driver , thx.

exit the X server and terminate all OpenGL applications

You should also set the default run level on your system such that it will boot to a VGA console
iv looked for the /etc/inittab but i dont have one, im afraid i may mess this up.

Is your TV output a secondary display, so that you have a dual monitor setup?

yep, it is. main monitor is on the DVI, TV is on HDMI.

I had to disable the onboard vid in the bios because it was causing a really angry bios beep when i shutdown any linux distro.

ok i added the ppa and did it that way , i have 364.2 installed and i purged all the previous nvidia files beforehand.

However the TV still tears.

Am i supposed to go through all these suggestions again ? (as i purged all my tinkering), none of them worked before.

nVidia X Server Settings VSync
Option "metamodes" "nvidia-auto-select +0+0 { ForceFullCompositionPipeline = On }"
Option "nvidiaXineramaInfoOrder" "DFP-0"
KDE's SystemSettings -> Desktop Effects -> Advanced Tab
--Compositing type
--Qt graphics system
--Tearing Prevention
bumblebee
etc etc

Ok, this is a known issue with the NVidia driver, VSYNC does not work correctly in multimonitor settings with the X server (Wayland shouldn't have that problem). The NVidia settings dialog does provide an option to define to which output video should be synchronized, sadly this does not always work for me (maybe caused by my setup including a CRT an an LCD monitor).

no that setting (Sync to HDMI (my TV)) does nothing for me either but my TV is lcd the same for my monitor.

I cant (really dont want to) go back to windows.
I cant try removing the nvidia and using the on-board , well i could but it cost me .
I cant keep swapping the vid leads between the nvidia and the onboard just so i can play games on windows

It was posts like this that make me want to just dump kde and look at others (although cinnamon was tearing to when i tested it)

OK, so i just installed "LM 17 MATE" on on a spare partition. Wow, what a difference! I am running Compiz and Nvidia 331 driver and everything is peachy! The system is extremely responsive and I have ZERO screen tearing. There are some issues with the current version of Compiz in the repo's (3D windows don't work properly and some animations fail) but most of the good stuff works great. I forgot just how good Compiz was... please God don't let it die...
So I guess I'm leaving the KDE camp for now. Gonna check out LM 17 XFCE next and see how well that behaves with Compiz. I will report back with my feeble opinion sometime soon, if only to bring some sort of closure to my recent grumblings!
my main comp cost me over 1k and i get a better TV output from a cheep tablet (when using linux).
