I am running OpenSuse 10.1 and have a Agere LT WinModem 56K Modem, i am with Iprimus and linux is detecting the card and configering it but will not dial as the dialing program can not find it.

You need special drivers to get these to work. A quick Google search indicates that it is Lucent based. These modems can be very difficult to get working in Linux since they are dependant on software. To avoid a lot of pain as a newbie I would suggest buying a serial modem which work out of the box with Linux. They cost the same as winmodems and are quite cheap.
