so what is the error you get when it fails to start ?

the error will usually indicate a line number in the config or some such that is causing it to fail..

If you're sure that the /etc/dhcpd.conf is fine you can try to run the service in debug mode. Go to /etc/sysconfig/dhcpd and do DHCPDARGS="-d".
Also please have a look at /var/log/messages which should give you a clue...

What does your /var/log/messages give as an error?
