Creating User Accounts

Ive got a problem, I have Mandrake 9.0 and begain installing Samba, Whne i attempt to create a new user account I get the following message. I am able to log into Mandrake Control Center, and from ther I can access System. But when I click on User ( to create accounts) I get this message :
a small box appears with the title : UserDrake:

Cannot lock user lib,
file/etc/ptmp or /etc/gtmp exist.

What is this ? and how do I fix?

open a terminal and enter (as root):
useradd -d /home/winux -s /bin/bash
then passwd winux

Searched a few mailinglists and afaik that message is a bug in mandrake. Some people say they just deleted those files
(/etc/ptmp and/or /etc/gtmp) and it worked again.
Anyway,useradd -d /home/winux -s /bin/bash adds a user with home /home/winux and default shell /bin/bash
passwd winux changes the password
