Creating a Makefile-GTK

Is this the right way to create a make file for GTK?
Got Makefile.am- add include paths to this (e.g. -I/usr/include/gtk-1.2/ -lgtk) as well as 'gtk-config --cflags --libs' to LIBS.
1. autoscan -> get configure.scan
2. Change configure.scan -> configure.in
3. autoheader
4. autoconf
5. ./configure
6. change AC_CONFIG_HEADERS to AM_CONFIG_HEADERS in configure.in
7. automake
8. make
??????
I am getting errors that there is no such file or directory 'gtk-config --cflags --libs'.
Can anyone help?
Cheers
