Create language for Gnome or KDE

Hi everybody
I want to create a language for Gnome.
Many languages like french, turkey, persian,Chinese are Available for it.
How can i create one by my self for gnome or KDE.
I'm sorry if there is any problem in my letter.

The KDE translation HOWTO would probably be a good place to start looking.
