Copy User Permissions

How can I create another account with the same preference.

I have an account...( e.g. test )
I have set the permissions of test

Now I want to create another account ( e.g. help ) with the same permissions ( like test )

I can do it from xwindows by copy user..

I was trying to create the account from the remote PC..

then what will be the command..

I am using redhat 9
