Squid

akram,
I would use squid. It is a proxy server that uses "delay pools" to controll your bandwidth. It will also help by removing access to sites you might not want your people to waste resources with, ie. facebook myspace etc.... It will also locally cache sites that are commonly used.

here are a couple of articles that will help you out

http://www.serverwatch.com/tutorials...d-Proxying.htm

Here is a basic install, I am sure you will need to get more indepth than this article. If you have any questions feel free to ask them.

Regards,

Also, LARTC - Linux Advanced Routing & Traffic Control, can be used to enforce QoS services, throttle down your users a lot more. The following link gives detailed installation and configuration of this. I used TC (comes bundled with kernel 2.6) and it worked like a charm: http://lartc.org/
