Connection Refused Problem

I have removed original sendmail that comes with Redhat 9 using rpm -e command. I then installed sendmail 8.12.10. I think I successfully install it. However, I cannot get it to work properly.

First of all, when I execute the following command
# telnet localhost 25
Trying 127.0.0.1 ...
telnet: connect to address 127.0.0.1: Connection refused.

How do I solve this problem?
