Sure:
- Get MSSQL server up and running
- Write C++ code
- Compile
- Debug
- Test
- Use newly written program
Really, that's the best 'step-by-step' anyone can give you. No one here is going to know what you want your program to do, what your skill level is, what you've got to work with, or what your goal(s) are. Since it's an SQL server, you can use ODBC connectivity to access it over a network. There are many API's that you can use...which one is going to be up to you.
