configure: error: C preprocessor "/lib/cpp" fails sanity check

I keep getting the above error in everything I try compiling.I am on Fedora 8 and I do have both the kernel and the kernel-devel packages installed, together with all the gcc and gcc-c++ packages:

[vikiugu@Linuxbox wesnoth-1.3.9]$ rpm -q gcc-c++
gcc-c++-4.1.2-33

[vikiugu@Linuxbox wesnoth-1.3.9]$ rpm -q gcc
gcc-4.1.2-33

[vikiugu@Linuxbox wesnoth-1.3.9]$ uname -ar
Linux Linuxbox 2.6.23.8-63.fc8 #1 SMP Wed Nov 21 18:51:08 EST 2007 i686 i686 i386 GNU/Linux

[vikiugu@Linuxbox wesnoth-1.3.9]$ rpm -q kernel
kernel-2.6.23.1-42.fc8
kernel-2.6.23.8-63.fc8
[vikiugu@Linuxbox wesnoth-1.3.9]$ rpm -q kernel-devel
kernel-devel-2.6.23.8-63.fc8

when I do ./ configure, this is what I get:

[vikiugu@Linuxbox wesnoth-1.3.9]$ ./configure

It has something to do with a missing linux/limits.h file, which when I do

[vikiugu@Linuxbox wesnoth-1.3.9]$ locate linux/limits.h
/usr/include/firefox-2.0.0.10/system_wrappers/linux/limits.h
/usr/src/kernels/2.6.23.8-63.fc8-i686/include/linux/limits.h

seems to exist.
Please help!!

What steps did you take to install GCC? Did you install from Fedora or using RPM? I suspect you did not perform a complete installation.

The limits.h file should exist in /usr/include/linux, along with a boat-load of other kernel header files.
