Not sure about RHEL, but you can, with an undue amount of effort, install a Debian kernel in Fedora (or vice-versa).
However, if you have to ask how, you shouldn't be doing it.
As for installing your own new kernel, once you've created the RPM,
yum localinstall <your-kernel-RPM>
should do the trick, as would
rpm -ivh <your-kernel-RPM>
