changing a window type to dock in openbox

I have been playing with wbar all night. Among other problems I am trying to get it to stay on top of other applications. This isn't much I haven't tried at this point. However, after reading a little about rc.xml, it appears that windows with the dock type were specifically made to sit on top. This may not fix my problem and I would welcome other solutions. However I figure this would be good to know anyway.
