change the time from the command line

How can I change the hour from the command line ?

from root date 091909002004 thats the date0919 the time 0900 and year 2004.

my favorite .. in /root/.bashrc
(find a local time server that works for you)
alias set_clock='/usr/local/bin/ntpdate -s 198.82.1.203'
