change Telnet login prompt

Is there way I can change the looks of the telnet login prompt? Right now there is no real welcome screen when I telnet into my linux box.

Usually by default it will read from the /etc/motd file. Just edit that and that should display as your welcome message.

You should be using ssh, telnet is hella insecure.
