change squid proxy password using chpasswd

I have installed and configured chpasswd-2.2.tar.gz utility so that user can change his/her squid password. In squid I am using ncsa_auth for user authorization. I have installed chpasswd utility successfully. In chpasswd.conf file I have given squid password path as /etc/squid/squid_passwd and ipauth file set as 0.0.0.0 .
When I browse http://<server name>/cgi-bin/chpasswd.cgi and enter the user name with old and new password and clicked the change password button it gives the message : unable to open the file /etc/squid/squid_passwd. I have also tried after setting the file permission as 777.
Help is needed urgently. Thanks in adv.
