Have you tried this on your linux computers also?
Don't know what router you are using of the dchp server config on it but are you sure that 192.168.0.7 is not in the scope of the range wish is ment for dhcp?
since your windows is .3 and received by dhcp.
the scope is usually .2-.50 or something like that so try i higher number like 192.168.0.100 instead 192.168.0.7, but best is to check the range in the router so you choose a address beyond the dhcp scope.
