GRUB does not allow you to boot from CD. It does not include the necessary drivers.

Does you BIOS support booting from CD. Its sounds as if it does? Placing a bootable (windows as you refer to) CD in the drive should boot. If it is not, then its a BIOS issue - not GRUB.

yes my bios supports cd/dvd boot ,I have cd/dvd as first boot device ,no this is not a bios problem ,as I have removed hard drive and there is no problem booting with drive removed ..I am at the point of buying a new drive to resolve this problem with sabayon ,as I have not even gotten any replies to my post on sabayon's own site ..only problem is my laptop has a scuzi hard drive and they are not very popular here for laptops..
