Can someone tell me the name of this app?

I just installed Redhat 8.0 on my second computer (I've never run Linux berfore this). I was poking around themes.org looking for ways to make my desktop look all cool and Linuxy when I came across this:

http://themes.freshmeat.net/screenshots/33466/

Could one of you guys tell me what that vertical strip is on the right side of the desktop? Is it just a Gnome/KDE panel that someone's customized with disk space and processor usage apps, or is it something else?

Also, are there any decent sites for learning how to customize your desktop's appearance, or am I better off downloading themes and perusing the little readme's and .rc's that occasionally come with them?
