yeah it's not in the kernel by default. it's not a feature that tends to be added in in major distro's from what I've seen, presumably because YOU don't generally care how the stock kernel is built, otherwise you'd build your own. not necessarily true always, but it does make the kernel larger, so playing the averages...
OK.
I found an info saying that
CONFIG_IKCONFIG
CONFIG_IKCONFIG_PROC
shall be set to yes in the kernel config to have access to the /proc/config.gz file.
