Can't Start FIPS!

I have a problem. I can't start FIPS. I have already copied fips.exe & etc to my diskette but can't run it. What's happening?

What's WINE? I guess I am confused about the instructions. I double clicked fips.exe file that was stored on the diskette while Windows XP is running. It didn't actually boot and start a partitioning process. What's happening?
