Can't login to ftp as user only anon?

I get this error everytime I try to login to my ftp server:
530 Must perform authentication before identifying USER

I have never had this issue before, but I just did a fresh install of rh 7.2 and this is what I get.

Any help would be appreciated thanks.

What users are you trying to login as besides anon?

By default you cannot login as root via ftp.

If you have created other users and are trying those, make sure those users have a valid password set.
