The answer is fairly dependent on the hardware you are running on. Yes, you probably will want to have a system with Linux running on it in order to build a kernel. If someone else has build Linux to run on your embedded device, I'd suggest you use it. If this is a device that's no one has ever put Linux on before, you may be in for a lot of work.
Worst case, you might have to modify the C++ compiler to generate code for your cpu, you might have to write device drivers for your hardware you might even have to modify the kernel to exist on some strange memory model your device is using. This isn't a project for the faint at heard, possible.
