Well, you installed Mint
inside Windows using Wubi. So when you reinstalled Windows, you effectively removed Mint. I am afraid Mint is gone. Wubi was never meant for long term installs anyway. Wubi was ony ever intended for people to try out Ubuntu.
Why not learn how to do a real linux install to a dedicated linux partition on your hard drive?
