If you just want to create a windows partition, you can use something like parted, gparted, or fdisk.

Drill Instructor, thank you. "Drill Sergeant" is an army term, and woe betides the recruit who refers to his marine drill instructor by an army term. I know from personal experience.

It has to be specifically a windows partition that a recovery disc can work with. Does parted do that? I dont have the installation disc

Geparted comes also as a live cd .
Windows do have different file systems .
The latest one is NTFS .
Going back in history are the fat systems like fat32 and so on.
Max of a file created in fat32 is 4 TB
But there is also fat16
All this file type can be created with geparted and also the file systems used by linux (linux native file systems)

Providing some details on your computer and windows version might help us provide some better answers. Typically recovery disks can automatically recreate partition(s) and restore windows to its original out of the box condition. If the recovery disk is dependent on a hidden data partition then gparted will not be able to create its contents.
