IIGC GITN stands for "Government integrated Telecommunication Network". It is not an ISP in the sense of "regular" ISPs: it is the official network (AS38044) service provider for the Malaysian government and one of its purposes is to provide schools with a (Websense-filtered) Internet connection. Rules and regulations may apply to using the GITN network so if you have problems with it you talk to the GITN people. Circumventing network restrictions on a network you don't own unfortunately is not a valid topic for Linuxquestions.org.
