Check what program is specified in the styles as the background-setter. It's often, say, Esetroot and, if you don't have that, you either need to modify the theme to something you do have or need to get Esetroot.
It's possible the perms on the background pix are wrong, but I doubt it.
-- Oh, incidentally - if you don't need these themes available to other users, you can install them in your home directory. Even if you do, you can copy them there. Easier to edit that way.
