Question Best graphics card with under 90w draw in Ubuntu 14.04?

Greetings all.
I am very new to Linux please forgive my lack of use of the proper terminology.
I have toyed with Linux distros intalls off and on in te past but now i am using it full time.

Currently having a bit of a problem with my ATI HD4670 graphics card.
Apparently ATI does not support the Ubuntu 14.04 kernel in cards below HD 5000 series
The OS drivers work well but frame rates now run in the 20's when gaming (by way of comparison, WOT used to run in the 30's with XP and catalyst drivers.)
Being older and not skilled in any way, this makes game playing difficult.

Can anyone suggest a good card that doesn't draw over 80 -90w that works well with current kernels? New OR OLD , ATI or NVIDIA doesn't matter. And older is just fine as long as the drivers work well.
My system is powered by a 400w PSU ( i suspect actually like 380w) but it is simple and doesn't draw much expect for the GPU. I think my current ATI card draws about 80w

Anyway, thank you in advance.

What graphics driver are you using? My graphics card is: 01:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] RV710 [Radeon HD 4350/4550]
This is certainly "below HD 5000 series". It runs very well indeed using the radeon driver provided by the kernel.
