Bandwidth control , how to do ?

Hi everyone,
I'm have a project about control bandwidth base IP ( ex : have 128kbps limit download, have 64 ....)

How i can do that ?

Software MasterShaper is good idea ?? I want solve this problem base linux kernel command TC without any third party software
