Perhaps you should say how you are trying to install this package. Are you compiling it yourself? Is it via your package manager?

I don't know what NS2 is, try searching for it in your package manager, or from commandline do: sudo apt-get install ns2. If you still wish to compile and install yourself, do from commandline: sudo apt-get install build-essential. This should install what you need to successfully compile.
