May i know what file should i need to modify to set the system mount the cdrom after my F15 restart or start up? Is it possible to modify the /etc/fstab file?
As like as mount the usb device when system start up?

IMO, this is not a good idea, what if there is no cd?
I think you should use /etc/mtab, but if u want to keep everything tidy and you only want it be mounted during start up (not on init level change) than I recommend using a script that checks if the cd-rom media is available and mount it, than add it under /etc/rc.local file.

You can very well make an entry in your /etc/fstab file and if you haven't inserted any disk i your system it will just give an error as unable to mount. Later when you insert the disk you can give
