Linux Nimblex or Kubuntu are KDE ? Applications[eg. IDEs] for other all differ Linux distributions[eg. gnome, ubuntu,... ] may run on KDE LINUX such kubuntu or Nimblex ? Exist non combatiple Apps ?

It is not completely clear which question you are asking, but KDE and Gnome apps ought to be inter-operable. There are probably a few exceptions, but, in general, apps for one should run on the other.

Almost all Linux applications will run on every system. The reason I say almost is because some applications like Bluetooth-Analyzer for example have hardware dependencies (e.g. A Bluetooth Interface). This does not mean that the application will not run on all systems. It just means that if you don't have a Bluetooth interface it will not do much for you. Also, Compiling these applications requires that you have the correct build dependencies fulfilled. Your configure script will usually check for all of these.
