Again, if you access your external IP address from the outside and get the configuration page on your broadband router, it's because the router management web server is running on port 80
on the router. It has absolutely nothing to do with apache.
You need to move that web server out of the way by selecting a different port number for the management web page. You need to do this on your router, not on your server. Exactly how you do this depends on the make and model of your router.
Once this web server no longer occupies port 80 on the router, you should be able to forward that port to your internal apache web server.
