Apache Installation

i've download httpd-2.2.3.tar.bz2, ran the tar -xvjf on the tar, now i have a httpd-2.2.3 Folder.
Please guide me through a proper installation of the apache server including support for php, i also have the php-5.1.6.tar.bz2
I'm using RedHat EL4 , it already has apache installed
[root@LinuxBox httpd-2.2.3]# rpm -qa httpd
i can't remove it
i've tried this #rpm -e htppd
i get a error: Failed dependencies:

removed httpd using system-config-packages

httpd does not support chkconfig

I've somewhat managed to install apache with hlp online, but when i run this command:
chkconfig --list httpd
i get
service httpd does not support chkconfig
i'm confused on the whole process ?
