Unhappy apache connection refused

Hi,
My Apache server is intalled with redhat linux 8.0. When I use:
# ps -ef|grep httpd
root 1159 1063 0 20:30 pts/0 00:00:00 grep httpd

It seems that the server is running. However, when I:

# telnet localhost 80
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused

Aslo, I got the same message when I tried http://localhost:80

Does anyone know what the problem is? Is it related to file/directory permission? Thank you

Actually, this does not mean that apache is running. If it was you would get output that looks something more like this:

root 1005 1 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1082 1005 0 Feb28 ? 00:00:01 /usr/sbin/httpd
apache 1083 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1084 1005 0 Feb28 ? 00:00:01 /usr/sbin/httpd
apache 1085 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1086 1005 0 Feb28 ? 00:00:01 /usr/sbin/httpd
apache 1088 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1089 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1090 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1893 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
apache 1895 1005 0 Feb28 ? 00:00:00 /usr/sbin/httpd
root 6002 5937 0 00:15 pts/1 00:00:00 grep httpd

I don't think apache is running. Just to check do:

/etc/init.d/httpd restart

I'll bet that it will say stopping apache failed because it was not on. If it says apache start [OK] then try accessing http://localhost again.
