Another Shorewall Question

I have shorewall and iptables installed on Mandrake 10.0 CE. I have a long text file full of properly formated IP's. I have about 10k IPs I want to filter, how do I get them all registered with shorewall?

I have a list continuing like this:

80.205.204.0/24
206.117.0.0/17
206.117.128.0/19
206.117.160.0/24
206.117.161.0/26
206.117.161.64/28
206.117.161.82/31
206.117.161.84/30
206.117.161.88/29
206.117.161.96/27
206.117.161.128/25
206.117.162.0/23
206.117.164.0/22
206.117.168.0/21
206.117.176.0/20
206.117.192.0/18
204.102.78.0/24
217.64.230.216/29
216.33.116.253

I thought shorewall/iptables was a popular combination. How can I blacklist a load of IPs at once?

A better question is, what is a better alternative? I'd like a firewall that prevents ME sending and ME recieving any packets from/to THEM. I have a blocklist with thousands of addresses, to note.
