we can only guess
normally a non booting computer is
- for a smartphone/tablet
a rootkit YOU ( the user) installed . random "apps" from untrusted sources are the #1 most common way.
or
a botched "upgrade" or kernel update
or
a hardware failure
or
the user edited system files and they messed it up

all i know is you installed some plugin for some photo webpage
and now the tablet will not boot
I do not even know the make / model of the hardware nor the version of android that is installed
Who did you buy it from?
AT&T, Samsung , Google/Motorola, some big brick and mortar store ?
if it is under warranty send it back
