adding environment paths system wide??

How do i add a environment path so the its system wide in Debian..right now I have I have these paths in my home .bashrc
export DSSI_PATH=/usr/local/lib/dssi/
export VST_PATH=/home/strat/vstplugins/
i also added them to /etc/bash.bashrc
The problem Im having is that ardour and rosegarden only list my vst plugins when I launch program from command line..If I launch it from a menu item or short cut..it dosent list the plugins.but I need to know how to add these paths so that Debian knows about them.either that or edit the menu item path and add the path to it..but Im not sure of the wording..would it be something like this as command in menu properties..
ardourvst VST_PATH=/home/strat/vstplugins..???

You can put those env variables in /etc/profile
