Was Audacity installed from an official Mandriva package, or through some other method?
KDE (as do most other WM/DEs) list installed applications by .desktop files, which are small files that describe installed applications. If you installed Audacity from some other method beyond an official package, it is likely that this file didn't get created (or at least, didn't get created properly).
KDE includes a program called kappfinder, which will search the system for known applications and add them to the KDE menu if they're not already present. I suspect it will probably be able to locate Audacity, but I don't know for certain.
