Yes and no, SuSE is capable but less suited than something like KnoppMyth for TV-Out. There are also many How-TO's available for using Fedora or Ubuntu for doing things like MythTV. Although you don't have to go full blown MythTV, it does help to read those tutorials to understand a bit about using TV-Out.
All of that said, any distro should be able to (rather easily) allow you to do TV-Out by just tweaking the xorg.conf file. You will need to use the Nvidia proprietary binary driver, and add a few lines that are similar
Option "TwinView" "True"
If you read through the README associated with the nvidia driver you install it will give you more info about enabling the TV-Out on your card.
