When I tried using unetbootin, it didn't work the first time. After that, Windows would detect the USB as a hard disk and so I couldn't use unetbootin after that.
I then used Yumi from pendrivelinux and I was able to install live debian onto the USB.
It could be the .iso file isn't working and you'll have to install a different iso onto the USB with unetbootin.
