Post access control lists in squid.conf

I have got Redhat 9.
How do i create access control lists in squid.cong such that I
specify the machines that i want to use ma machine or server as their
proxy server amd block or rather deny access to other machines on the network as well as specifying the times at which that particular machine
shld be able to browse.

Im referring to use commands such as http_access allow or https_access
deny all.

Please be clear about this and how do i block my machine from being an ope
open proxy or open relay
