The Spanish American keyboard has a printing tilde ("swung dash") at AltGr 4/$ and a variant with a dead tilde (for Portuguese) at AltGr +/*. You should be able to select the variant with KDE's keyboard configuration tool.

Is it preserved when getting into a console (/dev/ttyN), N=1,...,6? In fact, all I am interested in is the six (in my case) text consoles (aka virtual consoles).

Code:
# loadkeys -
Loading <stdin>
keycode 41 = Escape Escape
keycode 1 = grave asciitilde
Then, ^D. That's what I did. Now when I press the tilde I get Esc and vice versa, a very convenient thing when in vim, given that the Esc key was out of reach in my keyboard. (Not taken from the internet.)
